After seeing the work done by the team and reading through all of our thoughts here, I can't determine what the drawback would be to converting all of our neighborhoods to a form-based code. It is intended to be adaptable and area-specific with options for all types of development and urban/exurban characteristics.
By having the city propose that each neighborhood implement a version of a form-based code, then it would require the discussion of good development, urban character, economic advantages, etc... to be brought up and thought through at the neighborhood administration level - so that the lessons from the design workshops do not fading away. If the city's planning team is in favor of this change, then the entire city should look into this update. Perhaps if a specific neighborhood can make a functional case against adopting a form-based code, then they can specifically opt-out of the long-term conversion process. (But I have yet to hear arguments against it.)
