I feel that if the City can attract companies by providing a great place to recruit employees and develop their businesses, then they will locate based on their own criteria. The City can perhaps be useful for extremely large development - but really only to help a commercial or industrial business best fit their own needs.
Trying to direct jobs into specific locations may be a noble intent, but may potentially backfire - placing a company in a location that is not the best setting for it to thrive. I would err towards allowing businesses to verify and master plan their own criteria for locating within the city.
